The Mentor was the leader and creator of the Daleks from an alternate universe.
Biography
Described as an angelic being, she was encased within a glowing, golden throne and her embedded implants resembled delicate jewels. She spoke with a soft, echoing voice. The Mentor's Daleks were created to serve as guardians of peace and order within their universe. (BFDE: Dalek Empire II: Dalek War)
