Article 7 was part of Gallifreyan law and prohibited any form of genocide. The only known use of the article in question is when the Valeyard accused the the Sixth Doctor of this for destroying the only known Vervoids on the Hyperion III. (DW: Terror of the Vervoids) Curiously, the Time Lords, specifically the Celestial Intervention Agency (NA: Lungbarrow, DW: Genesis of the Daleks), had earlier asked the Fourth Doctor to commit genocide (if possible) by preventing the creation of the Daleks.
