I haven't seen it in a while, but I thought that it was just the Master's Tardis parked inside of the Doctor's Tardis, and a real police box inside of the Master's Tardis. **None of them count towards the story counter. Parting of the Ways (166b) leads directly towards Christmas Invasion (167) and Time Crash skips right between the Utopia/Last of the Time Lords arc to Voyage of the Damned, with the story number replaced with 'Children in Need special'. Therein, the logical thing to do would be to have this simply say 'Comic Relief Special' in the story number slot.
