The Final Experiment was an experiment by the Cult of Skaro initiated whilst they were in 1930s Earth, New York. It was headed (who was also the first subject) by Dalek Sec, Dalek Sec bonded with a human known to the Cult of Skaro as Mr Diagoras and using a "chromatid solution" forced through the final parts of the experiment creating a Human-Dalek.
