You don't seem to grasp what the sentence is about, it is not about how many times the Doctor has met the Sontarans overall, just within his fifth incarnation. Going by publication order, the first story which crossed the fifth Doctor with the Sontarans is Lords of the Storm, followed by The Eight Doctors."
