Is there a policy on character pages? From what I've seen, if a character has a name, then they get a page. Doesn't matter if they have any lines (for TV), or what media the are in, or what role (if any) they have. If a character has a name, they get a page. There isn't currently a specific policy, beyond the Tardis:Manual of Style, Tardis:Layout guide and the Tardis:Guide to writing Individuals articles.
All in-universe individuals have articles, see Category:Individuals.
