Electro Magnetic Bombs were designed to deactivate computers.
In Pete's World, Angela Price used one against a Cyberman. However it also shut down the emotional inhibitor so the cyberman she struck died shortly after. This proved that the Cybermen were vulnerble to electrical weapons such as those used against them during the battle of Canary Wharf (DW: The Age of Steel)
