DOCTOR was an AI created by data generated by an I implant that was placed in the Eighth Doctor's eye whilst he was in prison on Ha'olam. He was intended to be a model of the Doctor's mind and was forced to work out how to operate independently when the Doctor was rescued from Bainbridge.
