This Detective Inspector found the dead body of Vanessa, which had been shrunk by the Master.
When he saw the Fourth Doctor and Adric, he accused them of the murder. He and his officers arrested the Doctor and were about to take him to the Police station when Adric tricked them, allowing the Doctor to escape to the TARDIS.
