The Sontaran High Command was a ranking military body within the Sontaran Empire.
All Sontaran soldiers reported to the High Command. (NA: Shakedown) During the events of their failed attempt to invade Earth, the Doctor gave General Staal's Tenth Sontaran Battle Fleet the option to leave Earth and that the High Command need never know what had happened there.
