Heaven was located on the edge of human space in the 26th century. It had a 23 hour day and was occupied primarily by a mix of humans and Draconians. During this time it was used as a mutual burial site for both the Draconians and the humans (following their conflict with the Daleks). In 2570 the Hoothi attacked Heaven, reanimating the bodies there. (NA: Love and War)

Later on, the Daleks used Heaven as a base of operations whilst posing as the leaders of the Fifth Axis, Bernice Summerfield returned to Heaven with Jason Kane to retrieve Bernice's father from the Daleks' base there. (BFBS: Death and the Daleks)
