Mister Fear was a member of the Alliance of Shades, an organisation dedicated to keeping alien invasions covered up. He and his comrades attempted to retrieve an ionic fusion bar from the Tenth Doctor. They were attacked and deactivated by Night Eagle. (DW: Dreamland)
