Robert Lewis was an agent of the Torchwood Institute, with a xenophobic attitude to aliens, and sexist attitude to women.
Biography
In 1889, Robert and Eliza Cooper traced the Doctor and deduced he was stranded in London. (IDW: The Time Machination)
In 1906, Robert and Eliza went through a time machine, but were transported to a different planet thousands of years into the future. There they encountered the Doctor, whom Robert tried to arrest. Eliza realised that they would need the Doctor to return home, but Robert remained determined to kill the Doctor in defence of the British Empire. His threats however simply amused the Doctor, who proceeded to constantly mock and insult him.
Robert was killed when he was struck by a ray from the terraforming satellite orbiting the planet. (IDW: Final Sacrifice)
