Torbis was Chancellor of Peladon at the time it was admitted to the Galactic Federation. He and Hepesh convinced the young Peladon to take the throne when his father died. Hepesh believed that Peladon would benefit from joining the Galactic Federation. He was killed by Aggedor, who was at the time secretly controlled by Hepesh. (DW: The Curse of Peladon)
