The Metebelis Bar was a seedy watering hole in Solar City, a cosmopolitan city on the planet Galactica Minor. Its clientele was comprised of a number of species. At one point in its history, most of the bar guests seemed to have a grudge against the Seventh Doctor —so much so that they chased a reporter named Miff out of the bar just for admitting that he was a friend of the Doctor. The bar's name is almost certainly a sly reference to Metebelis III, a planet of great importance to the Third Doctor. It is not immediately obvious, largely due to the monochromatic nature of the comic, but can be found on a sign on the top-right panel of page three.
