Precognition involves the perception of events which have yet to happen.
Interestingly, Engin, a Time Lord declared precognition "impossible" after the Doctor told him of his precognitive vision of the assassination of the Lord President. (DW: The Deadly Assassin) As with other "paranormal" phenomena, the presence of a time fissure can enable Humans to develop precognitive powers. (DW: Image of the Fendahl)
One half of the quantum transducer enabled users to see the future, the other half relaying visions of past events. (TW: Ghost Machine)
