The Mr Copper Foundation was a foundation that developed the Subwave network. Harriet Jones used this technology to communicate with Martha Jones, Torchwood Three and Sarah Jane Smith. (DW: The Stolen Earth)

-It can be assumed that the foundation was founded by the same Mr. ([[Bayldon Copper]]) who worked on the [[Titanic (spaceship)]] and was later brought to Earth by The [[Tenth Doctor]] in order to avoid being charged with fraud back on his home planet [[Sto]]. ([[DW]]: [[Voyage of the Damned]]) The character had £1 million on a credit card from Max Capricorn Cruise Lines so he would have easily had the capital to start the foundation (likely in honor of The Doctor, who saved him from imprisonment).
