Article 7 was part of Gallifreyan law. It prohibited any form of genocide. The only known reference to the article was when the Valeyard accused the the Sixth Doctor of genocide for destroying the only known Vervoids on the Hyperion III. (DW: Terror of the Vervoids) Curiously, the Time Lords, specifically the Celestial Intervention Agency (NA: Lungbarrow, DW: Genesis of the Daleks), had earlier asked the Fourth Doctor to commit genocide by preventing the creation of the Daleks.
