The Fledgling Empires were some of the earliest interstellar empires in this universe during the Dark Times. Apparently led by the Gallifreyans, they warred against the Racnoss Empire circa 4.6 billion years BC.
After the war against the Racnoss, the Gallifreyans removed all Huon energy from the universe to prevent the Racnoss ever becoming a powerful force again. (DW: The Runaway Bride)
The Fledgling Empires also fought the Old Ones, Nestenes and the Great Vampires. (DW: The Infinite Quest)
