Constable Cummings was a police officer in Georgian Oxfordshire. He was under the command of Sir Robert Muir. Cummings discovered the Doctor's TARDIS on the north platform of the Cranleigh Halt train station, and had it moved to police headquarters. He was unsuccessful in opening its door. The Fifth Doctor, under arrest on suspicion of murder, was led to the station, whereupon he easily opened the TARDIS doors. He then exonerated himself by allowing Muir, Markham and Cummings to enter and briefly travel in the TARDIS. (DW: Black Orchid)
