Sir Oswald Holland was the Minister of Defence in the 1970s. He conscripted the Third Doctor into investigating the strange transformation of the cast and crew of a BBC drama into plastic. He also assigned agent Denis Peters to assist the Doctor in his investigations. He was very displeased when he learned that the Doctor had Professor Midas's ray machines destroyed.
