The Committee of Three was an investigative group during the Time of Chaos.f Arcalian Provost Tepesh, Lady Ouida and Arata were members. This group was authorized by the Gallifreyan inner council to look into the work of Rassilon, who at the time, was a cardinal. (BFA: Zagreus)
