The "Final Experiment" was an experiment by the Cult of Skaro to create a New Dalek Empire, initiated whilst they were in 1930 Manhattan. The study of the Final Experiment was to see if a Dalek could bond with a Human to create a Human-Dalek hybrid.
It was headed by Dalek Sec who served as the subject. He bonded with the Cult's human connection Mr Diagoras and through a "chromatid solution", the final outcome was the Human-Dalek. The Dalek-Humans would have been made into a new race of Daleks had Dalek Caan not led a mutiny against Sec.(DW: Daleks in Manhattan)
