The people of Atrios are stated on several occasions by the Doctor to be "human beings."

The Atrions were the near-human species native to Atrios. They were led by a royal family, who included the Princess Astra. During the war with Zeos, they were led by the Marshall.
Atrios was in close proximity to the planet Zeos. At first they traded peacefully; however a nuclear war started between them and lasted for 5 years. (DW: The Armageddon Factor)
