Back in my ambitious youth, when I ran organizations, people would come up to me and say "We should do such and such"  and I would say "Fine.  You are authorized to do it on our behalf."  Usually that ended matters.

Things being equal, i would say "Go right ahead and do the transcripts."  However, there are copyright issues. I'm not up on British copyright law, but a full transcript of an issue would surely exceed the "fair usage" that is the vague standard in the United States. So, don't do it. Regardless of the legal issues, another reason is because other sites already have this area covered. There are at least two transcript sites I can think of right off the top of my head.
