The Bright Nobles were an alien race which ruled the Regulator and her people through the power of Enamour. Judging by what the Regulator and the Herald have said about them, the Bright Nobles did not seem to intend harm and were simple rulers. A war broke out to destroy the dragon and it ended up buried on Geath. The remnants of the Bright Nobles died out over the years, but their Herald went insane, waiting for their orders.
