Prince Omar was the human son of Lord Cassim, the 9th century Earth identity of the Black Guardian. He was worried when his father hadn't paid his taxes for two years and sent Amy and Nisrin to spy on him. Lord Cassim sent Omar to his death to kill the Legate of the Caliph, but he was saved by the Fifth Doctor. When the Djinni's ship destroyed itself, Nisrin had to stop him being killed by falling shrapnel.
Although Omar's father was one of the Guardians of Time, he did not appear to have any super human powers. This was likely because at the time of Omar's birth, his father had lost most of his powers due to the decay of the Key to Time. (AUDIO: The Destroyer of Delights)
