Torbis was Chancellor of Peladon at the time it was admitted to the Galactic Federation. He and Hepesh, who was his brother, convinced the young Peladon to take the throne when his father died. Torbis believed that Peladon would benefit from joining the Galactic Federation. Hepesh thought differently, and disagreed with Torbis, claiming he and his supporters had mislead the king and abandoned the ancient ways of the people of Peladon. He was killed by Aggedor, who was at the time secretly controlled by Hepesh. (TV: The Curse of Peladon)
