I am sure Evelyn mentions Rossiter's first name at some point in Arrangements for War. His name's currently disambigged as Rossiter (Arrangements for War), and was mistakenly disambigged on the Thicker Than Water cast list as "Triumvir Rossiter". Which is wrong as the publisher's summary states "Principle Triumvir, (is) head of a tripartite government".
