The Scendeles Chapter, also known as the Scendeles College, was one of the six chapters of Time Lord society on Gallifrey. They had little political power and their colours were quite subdued. They were believed to have bankrupted themselves trying to build their side of the Panopticon. (PROSE: The Ancestor Cell)
