Elgin was the Chief Librarian of the famous wonder of the universe, the Library on Kar-Charrat.
He obviously knew the Seventh Doctor well from past visits in a previous incarnation and showed him around the newly improved and updated libraries, including the new sections containing the impressive Wetworks facility.
He was surprised to discover that the Doctor had inadvertently taken three volumes of the Alpha Centauri collection.
