Father Angelo was the leader of a group of monks called the the Brethren. They wore red robes and took over Torchwood House to awaken a werewolf and create the "Empire of the Wolf". He oversaw the operation in which the Brethren kidnapped most of the staff working there. Under his instructions, the Brethren locked the victims together in the cellar with the Host, an un-evolved form of the werewolf. To keep himself from raising suspicion, he planted himself in the room, hosting dinner for Sir Robert Macleish. The monks tried to infect Queen Victoria, and while doing this, Angelo attempted to steal the Koh-i-Noor diamond. He was shot dead by Victoria, after she learned of his true intentions.
