The Whisper Men were a collective semi-physical form adopted by the Great Intelligence. Although the Intelligence chose to speak through a "leader" figure who dressed like the other Whisper Men but adopted the facial features of Walter Simeon, the Whisper Men were all controlled by the Intelligence, and if the Simeon avatar was destroyed, it was able to transform one of the drone Whisper Men into a new Simeon within seconds.
