The Dalek Time Controller was created by The Cult of Skaro, (obviously founded earlier then currently implied) by applying a similar temporal neural suppression/resequencing to that used on Dalek Caan by the Dalek Eternal that allowed him to travel back into the Last Great Time War to save Davros.
