Is the ninth doctors screwdriver different from the ones used by the tenth in his earlier adventures? The ninth doctor's seems to emit a small beam of light/energy when in use, most notable in rose and world war three. However this is not seen in other episodes such as parting of the ways and when the tenth doctor uses it in Christmas invasion, it does not emit the light either. :In-story, Ten keeps the same sonic as Nine until it gets fried in Smith and Jones. All New Series sonics have a bulb that lights up at the end when it activates. In production, the sonic may light up or not due to a faulty prop or due to other lights or glares or the angle of the camera obscuring the light from view. That's probably a "flashlight" effect that might have had something to do with either just the bulb being used in the prop, or to visibly show newcomers to the series in its revived era unfamiliar with Doctors 3&4 (the main sonic users) that the sonic screwdriver was actually doing something as opposed to people thinking that the Doctor was just pointing a metal stick at something and waiting.
