The Cerulean Chapter, also known as the Cerulean College, was one of the six chapters of Time Lord society on Gallifrey. Their robes were a subdued light blue and they had little political power. (PROSE: Lungbarrow) They had their own court not far from the Panopticon. (AUDIO: Intervention Earth)
