Norman Atkinson was the twin brother of Reg Atkinson.
He was a fan of the programme Surrender, Earthlings!. Like most other humans, when the show was on he was unresponsive to anything happening around him. When the Fifth Doctor and Nyssa first met him, he was trying to find a television set on which he could watch the show. After the episode was finished, he explained the show to an enthralled Doctor.
