The Earthlink Federation was linked with the Earth and wanted to employ the same laws. In its early days it struggled for funding so the Boor funded them. It was supposed to serve the law, so it asked the Boor to go into suspended animation until the heat was off. It placed the Boor, the Shik and the people of Obvion on Venedel in suspended animation. However, it didn't revive them and left them there. The Shadow Federation formed from its corrupt elements and wanted to blow up the planet when the temple was discovered.
