Martin Regan was a member of Disarmament Now in 1963. Allison Williams asked him about joining as part of a mission for Intrusion Counter-Measures Group. He told her about the unreliability of David Ritchie. He talked to Francis White about the Seventh Doctor and what to do about him. He later hypnotised Allison so that she would kill the Doctor, Ian Gilmore and then herself. According to Gilmore he had gone missing nine months previously, and was a Communist. The Doctor showed Ian that this wasn't true, as the typeset was different to the report.
