The Arbiter was a Beta Centauran who was sent to Beedle to settle a dispute between the Knyy'ds and the Mystic Wizards regarding the ruins found on the planet. He was accompanied by his assistant, Foogle. The Arbiter went missing, and was discovered by Foogle and Bernice Summerfield dead in his room. Benny eventually worked out that he died of heart failure after sitting on a whoopie cushion left in his room by the High Japester. (PROSE: Beedlemania)
