Detective Inspector Bishop was a policeman working in London in 1953.

Under the orders of Lizbeth Hayhoe from Torchwood One, (AUDIO: Parasite) Bishop and Crabtree were tasked with abducting the faceless victims of the Wire in order to keep them out of sight during the coronation of Elizabeth II. Despite his orders, Bishop was keen to investigate the reason for their appearance and assisted the Tenth Doctor by filling him in on their discoveries - although he acknowledged that Torchwood would dislike their actions in solving the case with the Doctor.

Alongside the Doctor and Tommy, Bishop confronted the Wire at Magpie Electricals, but had his face stolen. It was returned to him when the Doctor defeated the Wire. (TV: The Idiot's Lantern)
