Isaac Penley was a member of the Woodwicke town council in the late 18th century.

After Matheson Catcher accidentally blew him apart with an electro-static galvanistic rifle, Catcher tried to put him back together again. He used the body parts he could find, filling in the rest with rocks, metal and wood. The rain caused by the Carnival Queen's return brought the patchwork Penley back to life.
