Chief Inspector Smith worked in the City of London Police in 1888. On 30 September, his police force was investigating Jack the Ripper's murder of Catherine Eddowes. He had hoped to find a clue in the Goulsten Street message but "Sir Charles Warren" of the Metropolitan Police Service had jurisdiction and ordered it removed.
