The Public Safety Council was an authority with judicial powers in Britain in 2050.

After Inspector Drake used Orthrus to frame K9 for an attack on him, he sought and received a warrant for K9's arrest from the Public Safety Council. June Turner subsequently convened a special meeting of the Council, and convinced them to rescind the warrant, after showing that Project Orthrus had bypassed required approvals. (TV: Jaws of Orthrus)

Drake getting a warrant from the Public Safety Council is a rare example of apparent constitutional constraints on the Department, which otherwise appears to have dictatorial powers.
