The Demons were a type of advanced Roboman developed by Daleks allied with the Earth Alliance during the Enemy-Alliance Dalek War.
The Alliance Daleks brought human criminals to the Pkowik system station for "rehabilitation". While there, they were subjected to a number of genetic enhancements, including cellular invisibility, a degree of shape-shifting, and the ability to project a psychic mind-trick to make them seem trustworthy to just about anyone. They would also imprint on the first face they looked upon — much like ducklings — making them unswerving in their loyalty. The plan was to use them as undercover agents for the Dalek cause.
