A resignation honours list was a document presented by the Lord President of the Time Lords on Presidential Resignation Day.
One Lord President told a nearby Gold Usher that his list had a few names on it that would surprise everyone. He was assassinated by Goth before the list could be read. (TV: The Deadly Assassin)
