The anima device was part of the Omega Arsenal. The War Ollistra asked the War Doctor to identify its use. On discovering the device was a psychic weapon, the Doctor listed the Ood, Sensorites, and Arcateenians as possible creators. It took away people's free will and allowed the user to control other people's minds.
