Arborge Quince was a criminal exiled from Earth to the planet Verno for his crimes. After Verno's war with Earth ended in defeat, Quince survived in his underground base. He planned to rebuild Verno's Robot Force and launch a surprise attack on Earth, but was killed when the Second Doctor used a power-blast grenade to destroy the robot factory with Quince still inside.
