Ouloumos was a planet that housed the Pentaquoteque Gallery. Space elevators were used to connect it to its moons.

Ouloumos was much nearer the galactic core, which necessitated Zigma-shields to protect it and its moons from hard radiation. The Tenth Doctor tried to explain the principles to Gabby Gonzalez but she could not fully understand them, only mentioning in her sketchbook a plasmic umbrella and gravity-harnessing gizmos.

The Tenth Doctor brought Gabby Gonzalez here for her first trip in the TARDIS. Gabby was amazed to see sky aqueducts, streams of water flowing upward into the sky. (COMIC: The Arts in Space)
