Karr was a Time Lord, and an old friend to Doctor Who by his third incarnation.

Though the two enjoyed each other's company, he made a point of only contacting the Doctor when there was some emergency. On one such occasion, he appeared on an audio-visual link screen in the Doctor's TARDIS control room and asked for the Doctor's help in dealing with Madrigor.
